Taylor Opens Healing Center Request for Proposals

Judge Executive Names Addiction Recovery Review Team

RICHMOND, Ky. – On Friday, July 7, 2017, Madison County Judge Executive Reagan Taylor received and opened the highly anticipated Healing Center Proposals. Ten proposals were submitted in response to the Healing Center Request for Proposals (RFP). The window for submitting a proposal was from March 31, 2017 and closed July 7, 2017 at 3:00 p.m.

“The fact the we had 10 respondents is incredibly exciting. Now the hard work begins to find partner(s) that have the passion and commitment we have toward this mission of healing our community,” said Judge Executive Reagan Taylor.

The next step in the process is to review the proposals.  Judge Taylor has assembled an Addiction Recovery Review Team to assess the RFPs and make recommendations to Judge Executive Reagan Taylor on a course of action.

Members of the Addiction Recovery Review Team are as follows:

  • Jerry Goble, Agent, State Farm Insurance
  • Danny Isaacs, Director of Business Development, City of Berea
  • Meena Mohanty, Assistant County Attorney, Madison County Attorney’s Office
  • Stephanie Moore, Chief Executive Officer, White House Clinic
  • Alan Reed, Retired
  • Jonathan Schinhofen, Licensed Counselor (LPCA)
  • Colleen Chaney, Deputy Judge Executive, Madison County Fiscal Court

“We selected a committee that represents all facets covered in our RFP,” said Judge Executive Reagan Taylor.  “They come from all walks of life and have valuable professional skills and careers that will be critical in assessing the proposals.”

Madison County hopes to have all proposals reviewed by September 1, 2017.

The Healing Center concept originated in 2015, when Judge Executive Reagan Taylor wanted to find a solution for the rampant drug use in Madison County and the overcrowding of the Madison County Detention Center. The rehabilitation and vocational center will enroll individuals into substance abuse treatment as a form of alternative sentencing. Features of the center will include detox, independent living facilities and life skills curriculum.
