Owensboro Parks award casts light on public-private partnership success

Owensboro, KY’s street soccer court at Legion Park was named the Kentucky Recreation and Parks Society Facility of the Year this month. It was made possible via a P3.

The award, which city Parks and Recreation Director Amanda Rogers called a high honor, casts light on a new trend among municipal parks in the commonwealth to develop private partnerships that fund public recreational projects.

Street soccer at Legion Park opened in July 2017 after when a group of local players petitioned City Hall for a new home for their beloved sport. With the help of some regularly scheduled maintenance funds and some $5,000 in private donations, the city and its citizens utilized a P3 to rehab some underutilized tennis courts at Legion.

“Budget money is tight, and it has been for a while now,” Rogers said. “We have to be more creative in how we fund new amenities or improvements because we still want to provide services, grow them, meet needs and make Owensboro an amazing place to live with lots of recreational opportunities.”
