State Seeks P3 Ideas for EP ‘Tom’ Sawyer Park Sports Complex

The Kentucky Tourism, Arts, and Heritage is looking for developers interested in developing a public-private partnership with the state to create an amateur sports complex at EP “Tom” Sawyer State Park in Eastern Jefferson County. The state recently issued a formal request for information (RFI) to solicit ideas from potential partners, namely professional developers or development teams that could take on such a project.
The information collected could be used by the state to develop one or more Requests for Proposal (RFPs) for construction and operation of one or more amateur sports complexes or other recreational amenities at the state park.

The deadline for responses to the RFI is Dec. 3, 2018 at 2:30 p.m.The responses should address designing, building, financing, operating, and maintaining the development by the respondent or their team.
A site visit will be held at Nov. 14, 2018 at 2 p.m.at the park office for developers interested in responding. During the site visit, staff will not discuss questions outlined in the RFI, but they will address any property concerns interested parties may want to raise. Official answers to questions raised at any site visit will be distributed through an amendment to the RFI, so that all potential developers may be privy to those answers. EP “Tom” Sawyer Park is a 539-acre, scenic park located on the outskirts of Louisville, near a busy commercial, retail and residential area. The park features an array of amenities, including a swimming pool, indoor basketball court, hiking trails, soccer fields, tennis courts, archery range and a BMX track used to host the National BMX Grand Championships every Labor Day Weekend. The venue also is used to host numerous running and cross-country events.
